As required by federal law, С�� Boulder is committed to protecting your personal information. If you want to give a parent or other third party (e.g., guardian, spouse, sponsor or health provider) access to those records, complete the necessary authorizations as outlined below.

Your tuition and fee bill

You may set up authorized payer access for a third party to view your tuition bill and pay online, sign up for payment plans, receive email notifications about the bill, and discuss the bill (but not financial aid) with Bursar’s Office staff by email, phone and in person. For instructions, see How to Authorize Payers.

Your education records

To allow a third party to access your academic and/or financial record, complete one or both of the following authorizations.

FERPA consent to release: Allow an authorized third party to contact the university on your behalf and discuss your academic and/or financial records (including financial aid) by phone, LiveChat, email or in person. We'll confirm their identity by asking them to provide the authorization phrase you established for them. To learn more, see FERPA Consent to Release.
С�� guest access: Allow a designated third party to log in to the С�� record system for read-only access to select items in your education record. To learn more, see С�� Guest Access.

Your health record

A confidential health record is created for you after your first visit with Medical Services and/or Counseling and Psychiatric Services (CAPS). Allow a family member or other health care provider to access your record by completing one or both of the following authorizations in your MyС��Health portal under the "Forms" tab.

Authorization to Release Health Information: Release your medical information to yourself or another person/clinic. Record requests will be processed within 30 days.
Authorization to Verbally Disclose Health Information: Allow a family member or other health care provider to speak with Medical Services and/or CAPS.

You have been approved for in-state tuition as an honorably discharged veteran. We want to thank you for your service and provide some information about the potential benefits of becoming a Colorado resident for tuition purposes.

Financial Benefits of Becoming a Resident

As an honorably discharged veteran, you’ll be assessed the in-state tuition rate as long as you remain at С�� Boulder. However, if you are 22 years old or older, married, or a graduate student, you can act now to become a full Colorado resident. Colorado residents are considered for state and С�� Boulder grants, which may significantly increase your financial aid offer.

Your Next Steps to Petition for a Residency Change

Step 1: Submit Your Free Application for Federal Student Aid (FAFSA)

If you do intend to become a Colorado resident and you haven't done so already, submit your 2026–27 FAFSA and any requested documentation. Learn more about applying for aid.

Step 2: Take Action to Establish Colorado Domicile

The clock started ticking to establish Colorado domicile when you physically moved to the state. To prove your intent to make Colorado your one, true, fixed and permanent home, you're required to:

Get a Colorado driver's license within 120 days of moving to the state.
Register your vehicle (if you have one) in Colorado within 180 days of moving to the state to avoid penalties.
Establish additional Colorado ties. Visit our adult residency page and watch the adult residency video to learn the full requirements.

Step 3: Submit a Residency Petition

Use the residency calendars to determine the first semester for which you'd qualify for in-state residency. Once petitions open for that term, submit your residency petition with all required documentation to the Office of the Registrar by the posted deadline.

Maintaining current and accurate address information with С�� Boulder is critical for receiving important university communications related to your status, studies and wellbeing.

Safety and emergency notifications require accurate student location information. Access to certain services and benefits are based on your location. Compliance with regulations for international students requires the university to maintain accurate address information. Ensuring your contact information is current allows the university to reach you with necessary updates, alerts and other important information.

How To Do It

To update your contact information:

Log in to Buff Portal.
Select your profile at the top right.
Select "Account Settings," then "Profile and Privacy."
On the contact information menu, select the type of information you want to update (e.g., addresses, phone number (contact details), emergency contacts).
Follow the instructions on the page to add, edit or delete (if allowed) your information.
To review or change a different type of information, use your browser's back button to return to the menu.

We noticed that you've exhausted your allotted 145 lifetime hours of COF funding toward your degree. On your behalf, we've granted you an institutional extension that allows your COF funding to continue through Fall 2026.

You don't need to take any additional action at this time. This semester's COF hours will be applied to your bill within 48 to 72 hours.

To Apply for Additional COF Hours

If you need COF hours beyond Fall 2026, you may submit a Colorado Commission on Higher Education waiver request to ask for additional hours.

To Postpone This Extension

To postpone this COF lifetime limit extension until your next semester of enrollment, email the COF support team by 5 p.m. on Friday, March 27.

Please be aware that if you postpone the extension, you'll be responsible for paying the portion of this semester's tuition typically covered by COF funds.

As a С�� Boulder student, it's important to understand your rights regarding access to and disclosure of information in your education record. The Family Educational Rights and Privacy Act (FERPA) affords you the right to:

Inspect and review your education record
Request amendment of your education record
Consent to disclosure of personally identifiable information in your education record
File a complaint with the U.S. Department of Education (Student Privacy Policy Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, DC 20202)

To review or request an amendment to your record, contact the university office that maintains the record. This does not apply to grade changes, which are at faculty discretion.

Release of Information

Under FERPA, the university may release your education record information if the disclosure is:

To С�� Boulder officials who have a legitimate educational interest
To officials of another institution at which you seek or intend to enroll
To authorized representatives of federal, state or local educational authorities
In connection with financial aid you've applied for or received
To an organization conducting studies for or on behalf of the university
To your parents or guardians (if you are a dependent student for tax purposes)
To an accrediting organization
To comply with a judicial order or lawfully issued subpoena
In connection with a health or safety emergency or other exception under FERPA
To fulfill a request for data that С�� Boulder defines as directory information

Directory information is student data contained in education records that would not generally be considered harmful or an invasion of privacy if disclosed. Student data that is not directory information may only be released with your documented consent, including in letters of recommendation.

To authorize third-party access to your non-directory information, see С�� guest access and FERPA consent to release.

You may restrict the release of directory information by placing full privacy on your record. Please note that students on full privacy are treated the same as other students in instructional settings, including within physical and virtual classrooms. Their name, image and email address may appear on screen and in the learning management system, and instructors may call on them by name.

Remote & Online Classes

Recordings of lectures or class meetings are considered education records if students' names or likenesses are displayed or disclosed. Instructors may share these recordings with the class, but not with others without documented consent from each student identified in the recording.

Artificial Intelligence

AI development, its uses and tools are rapidly evolving. AI users at С�� Boulder should stay current with campus policies and guidance regarding student data privacy, compliance, security and other AI considerations and implications. See Artificial Intelligence at С�� Boulder.

On Monday, Jan. 26 we canceled (a.k.a., purged) the waitlists for Spring 2025 Main Campus Boulder full-semester (Session B) classes.

Class waitlists for additional sessions will be canceled on the following dates:

Boulder Law full-semester (Session BLW) – Jan. 30
Western Colorado (Session BWU) – Feb. 2
Colorado Mesa (Session BMU) – Feb. 9

To request a snapshot of the students who were still on a class waitlist when it was canceled, please email regsystemsdata@colorado.edu. The report also includes students who were waitlisted for more than one section of a class or who were waitlisted for one section but enrolled in another.

As a reminder, students who remain on the waitlist through the cancellation date lose access to the class's online materials and no longer appear on the class roster; however, they may be eligible for course reservation the next time that course is offered.

Dear [first],

According to our records, you're currently classified as a nonresident (out-of-state) for tuition purposes. As a graduate or law student, you may be eligible to petition for a change to resident (in-state) tuition classification for Spring 2027, provided you established physical presence in Colorado on or before January 6, 2026, and take the necessary steps to establish legal ties by the time periods outlined below.

To be eligible for a change to resident classification for any term, you must demonstrate at least 12 months of Colorado domicile before the term start. Domicile is your true, fixed and permanent home of habitation. Establishing domicile requires physical presence (living in Colorado), severing legal ties to your former state and establishing new legal ties to Colorado in a timely manner after moving to the state.

Your Next Steps to Qualify for Spring 2027

If you moved to Colorado on or before Jan. 6, 2026, and you'd like to petition for a change to resident classification for Spring 2027:

Take action now to establish legal ties to Colorado.
Get a Colorado driver’s license or state ID within 120 days of moving to the state.
Change your voter registration to Colorado if you are a registered voter.
Register your vehicle in Colorado within 180 days of moving to the state.
File income taxes as a Colorado resident.

Review our adult petition information, graduate student video and graduate student handout for detailed requirements expected of a Colorado resident. It is your responsibility to review the requirements and ensure you have met them.
Submit your completed Adult Residency Petition between Oct. 1, 2026, and Dec. 11, 2026 (5 p.m.). Mark the final deadline on your calendar now.

*If you fail to take the required steps by the deadlines outlined above, your petition will be denied and you will continue to be assessed out-of-state tuition.

Considerations for International Students & WRGP Participants

International students with student visas (e.g., F-1, F-2, H-3, J-1, M-1, M-2) do not typically qualify for in-state tuition and should not submit a petition without first contacting the tuition classification office at tuitclass@colorado.edu.

Graduate students who qualify for in-state tuition rates under the Western Regional Graduate Program (WRGP) should not make changes to their domicile and should not petition for in-state tuition. WRGP applies to select academic programs only.

What Happens Next

If a seat becomes available in your waitlisted class:

Between now and Jan. 16, the next eligible waitlisted student will be enrolled automatically. If you're enrolled automatically, you'll receive an email confirmation within 24 hours.
Between Jan. 17 and Jan. 25, contact the department offering the class to see if their policies allow them to enroll you manually. If not, you may want to remain on the waitlist so you're eligible for course reservation, which can guarantee you a seat the next time the course is offered.

On Monday, Jan. 26, waitlists are canceled. If you still aren't enrolled, you'll lose access to the class's online materials and be removed from the class roster. If you remain on the waitlist, we'll email you a reminder at the start of the next course reservation period. Additional eligibility requirements may apply and some classes are only offered during certain semesters.

Dear [first],

Your College Opportunity Fund (COF) stipend can't be applied to your bill because the Social Security number (SSN) in your С�� Boulder record doesn't match the one in your COF application.

COF was created by the Colorado Legislature to pay a portion of total in-state tuition for eligible undergrads. There's no limit to the number of students who receive it, and you never have to pay it back.

To Correct Your Record

To resolve this error, follow our step-by-step instructions to update your record by 5 p.m. on Friday, April 24, 2026.

Do not email anything containing your SSN. Doing so could put you at high risk for identity theft.

Once you receive an email confirming that your record was updated, follow our online instructions to authorize COF by 11:59 p.m. on Friday, May 1, 2026.
